Position Summary

This is a high-level individual contributor role designed to facilitate the day-to-day coordination of the Technical Data Package (TDP) lifecycle. Reporting to the Technical Documentation Manager, this role supports consistent workflow oversight, technical review, and process coordination within a complex defence environment.

The Team Lead acts as a functional link between the Manager and project teams, ensuring that documentation tasks stay on schedule and adhere to required standards. The position focuses on execution of documentation processes and quality assurance to maintain the integrity and delivery of technical data products.

Regulatory Compliance Requirement

This position requires direct or indirect access to hardware, software or technical information controlled under the Canadian Export Control List and/or the U.S. Export Administration Regulations (EAR). All applicants must be eligible or able to obtain authorization for such access.

Key Areas of Responsibility

  • Workflow Coordination & Management Support
  • Operational triage: assist the Manager by triaging daily Document Change Package (DCP/r) requests and Problem Incident Reports (PIR), ensuring they are tracked and progressed through the lifecycle.
  • Daily workflow oversight: monitor progress of tasks assigned to staff and contractors to ensure delivery timelines for major programmes are met; escalate potential bottlenecks to the Manager.
  • Reporting & visibility: maintain and update dashboards and KPIs to provide the Manager with a clear, real-time view of TDP status and team productivity.
  • Documentation standardisation: develop and maintain work instructions, style guides, and instructional materials to assist the team in producing consistent, high-quality output.
  • Technical Review & Quality Assurance
  • TDP gatekeeping: perform peer reviews and technical checks on publications (CFTOs, LSARs, BOMs, drawings) to ensure compliance with military and customer standards before final approval.
  • Change package processing: review and prepare disposition recommendations for Document Change Packages, liaising with technical contributors to address requirements and coordinate revisions.
  • Audit & review support: assist the Manager in preparing for Physical Configuration Audits (PCA) and design reviews by organising evidence, tracking progress, and ensuring the final TDP is logically structured.
  • Verification coordination: track and report on the status of technical verification activities to ensure all products are accurate and compliant.
  • Systems & Process Support
  • Workflow administration: oversee day-to-day operation of the Master Data Management portal, using SharePoint and Nintex to process deliveries to external stakeholders and clients.
  • Process enhancement: identify manual bottlenecks and assist the Manager in implementing automated solutions using VBA, SQL, or XML to improve team efficiency.
  • Tool maintenance: serve as the primary functional user for the OmegaPS suite and related logistics tools, identifying bugs and coordinating resolutions with vendors.
  • ILS & Stakeholder Liaison
  • Cross-functional alignment: coordinate with Obsolescence, Sparing, and Engineering teams to ensure publication updates are synchronised with Integrated Logistics Support (ILS) functions and LSAR entries.
  • Data indexing: facilitate indexing of documentation in accordance with the National Defence Index of Documentation (NDID) and the relevant Equipment Family Tree (EFT).

Minimum Qualifications

  • Education: minimum 2-year technical programme diploma from a recognised institute in a related technical field (Mechanical, Electrical, Software, or Naval Architecture) or eligibility for registration as a technician.
  • Experience: minimum of 5 years of demonstrated experience in the production, revision, and coordination of complex Technical Data Packages (TDP).
  • Proven experience in a senior analyst or coordinator role within a defence, marine, or aerospace environment.
  • Technical knowledge: comprehensive understanding of Integrated Logistics Support (ILS) and LSAR management; advanced proficiency in OmegaPS, IPESA, SharePoint, and Nintex Workflow; strong ability to interpret engineering drawings, technical manuals, and Bills of Materials (BOM).
  • Specialised skills: functional familiarity with SQL, XML, and VBA to support documentation management.
  • Compliance: direct experience navigating military and Department of National Defence (DND) regulations and standards.

Preferred Qualifications

  • Certifications: Technical Writer Ontario College Graduate Certificate or equivalent experience.
  • Advanced knowledge of S1000D specifications, IETM formats, and CFTO formatting (including government-adopted technical publications).
  • Familiarity with DRMIS, the NDID, and cataloguing within the Canadian Forces Supply System.
  • Direct experience with DND In-Service Support (ISS) contracts and supporting operational military assets.
  • Familiarity with Logistics Support Analysis (LSA) and formal requirements (MIL-STD-1388-2B, GEIA-STD-0007).
  • Exposure to LSA application software such as OmegaPS.
  • Proficiency in Power BI and Microsoft Access is considered an asset.
  • Bilingualism (English/French) is highly desirable.

Special Position Requirements

  • Schedule: 40 hours per week.
  • Physical environment: hybrid position (mix of working from home and onsite at office, customer site, or onboard ships alongside in harbour).
  • Travel: occasional domestic travel may be required in support of ships.

The reference Total Target Compensation (TTC) market range for this position, inclusive of annual base salary and the variable compensation target, is Total Target Cash 75,000.00 - 105,000 CAD annually. This range is a guide and the final offer will depend on factors such as career history, competencies, skills and performance, company salary budget, customer program requirements, and internal equity.

This position requires access to information and/or systems controlled under the Canadian Export Control List, the Canadian Controlled Goods Program, the Canadian Industrial Security Program, the U.S. International Traffic in Arms Regulations (ITAR) and/or the U.S. Export Administration Regulations (EAR). Applicants must be eligible or able to obtain authorization for such access, including eligibility to the Canadian Controlled Goods Program and the ability to obtain a Canadian Enhanced Reliability security clearance.
