Position summary

We have a current vacancy to support Royal Canadian Navy Non-Combatant In-Service Support Programs on Canada's East Coast. The role will provide project management and technical support for Royal Canadian Navy Non-Combatant Platforms managed under In-Service Support contracts.

In this position you will work closely with LCMM, Engineering, and Service Delivery teams to support the planning and execution of ship surveys and inspections. Responsibilities include preparing survey reports, repair specifications, and other technical documentation required to support vessel certification and configuration management, providing technical guidance for maintenance, repair, and certification activities, and coordinating with Royal Canadian Navy stakeholders and internal teams to maintain vessel operational readiness and compliance.

Regulatory compliance requirement

This position requires direct or indirect access to hardware, software or technical information controlled under the Canadian Export Control List and/or the US Export Administration Regulations (EAR). All applicants must be eligible or able to obtain authorization for such access.

Key areas of responsibility

  • Support planning and execution of Classification Society surveys, certification activities, and related compliance requirements in collaboration with the Certification Officer and Engineering teams.
  • Plan and conduct pre-docking surveys, Annual Condition Surveys, and other vessel inspections; prepare associated survey reports in accordance with DND and Classification Society requirements.
  • Support development of docking specifications, work packages, technical proposals, and scopes of work to facilitate maintenance, repair, and certification activities.
  • Develop repair plans and technical specifications for hull, mechanical, and equipment repairs; provide technical support for vessel certification and configuration management.
  • Prepare and review technical documentation, baseline configuration records, and engineering work scopes for external suppliers, OEMs, repair facilities, and specialist service providers.
  • Identify opportunities for process improvement within Engineering and Certification Management activities; apply lessons learned from previous surveys and dockings and provide technical analysis and recommendations for equipment and system issues.

Minimum qualifications

  • A diploma in a marine-related technical discipline from a recognized technical institute, certification as a technologist or technician through a recognized licensing body, or equivalent qualifications obtained through relevant Canadian Armed Forces marine technical trades.
  • A minimum of eight years of professional experience within the marine or offshore sector, including at least five years of experience in vessel surveying, maintenance, repair, or certification activities supporting commercial or military fleets.
  • Previous experience as a surveyor with a Classification Society, the Royal Canadian Navy, or a comparable marine organization supporting vessel inspection and certification activities.
  • Demonstrated experience planning, managing, and executing ship dockings, dry dock refits, vessel inspections, and associated maintenance programs.
  • Strong knowledge of Classification Society rules and regulations (including Lloyd's Register, ABS, and DNV) and familiarity with IACS, IMO, SOLAS, Naval Ship Classification Rules, and Commercial Ship Rules.
  • Excellent verbal and written communication skills, with the ability to prepare technical reports, develop repair specifications, and effectively collaborate with internal and external stakeholders.

Preferred qualifications

  • Experience managing ship repair, engineering change, and vessel maintenance projects within commercial, government, or military marine environments.
  • Experience supporting the design, testing, certification, and maintenance of shipboard lifting appliances, including marine cranes and associated equipment.
  • Familiarity with vessel weight and stability management, including weight calculations, lightship surveys, inclining experiments, and stability assessments.
  • Knowledge of applicable marine regulatory frameworks and standards, including the International Code for Ships Operating in Polar Waters (Polar Code) and ANEP 77 (Naval Ship Code).
  • Previous experience supporting the Royal Canadian Navy, Canadian Coast Guard, or other government maritime organizations, including the delivery of in-service support for operational marine assets.
  • Strong English communication skills, both written and verbal; proficiency in French is considered an asset.

Special position requirements

  • Schedule: 40 hours per week.
  • Physical environment: Hybrid position requiring a mix of work from home and onsite support, including office locations and onboard Royal Canadian Navy vessels at waterfront facilities.
  • Travel: Occasional domestic and international travel may be required to support vessel surveys, inspections, and other program activities.
  • Work location: Combination of office-based work and site visits to shipyards, waterfront facilities, and naval vessels as required.
  • Transportation: Personal transportation is required to travel between home, office, waterfront, and shipyard locations.

Compensation

The reference Total Target Compensation (TTC) market range for this position, inclusive of annual base salary and the variable compensation target, is between Total Target Cash 92,000 - 122,000 CDN Annual.

This range reflects market practices and is one data point among many when making pay decisions. Placement within the range depends on factors such as career history, competencies, skills and performance, annual salary budget, customer program requirements, and internal equity. Additional benefits and compensation may be offered depending on circumstances permitted by law.
