About the role

The Engineering Program Director (EPD) for the Ground Test Facility (GTF) is the primary technical authority for the prime integrator under the Combat Management Systems software support contract. Working closely with the lead prime integrator, the EPD ensures engineering, integration and test activities are delivered on schedule, on budget and to required quality standards.

Provide technical direction for system design and architecture definition and development for the Canadian Surface Combatant (NCSC) GTF, and coordinate all appropriate design activities:

  • Lead technical leadership and performance for NCSC GTF activities
  • Ensure approved systems design processes are followed
  • Own system architecture development
  • Manage required system exchanges, simulations and analyses
  • Ensure quality of system-level work products
  • Maintain bidirectional traceability of system requirements
  • Own system design cost, schedule and technical performance
  • Ensure accurate decomposition of requirements
  • Ensure requirements implementation and subsequent verification
  • Understand and manage technical effects of changes to baseline throughout the lifecycle
  • Lead establishment and tracking of Technical Performance Measures (TPMs) for the project
  • Track design-to-cost objectives
  • Conduct accountability and characteristics verification activities across the system
  • Identify and mark critical requirements for the client
  • Identify and verify critical characteristics and key features
  • Ensure technical integrity of all engineering deliverables
  • Maintain a fully documented, assigned and tracked baseline for requirements
  • Be cost- and schedule-aware with respect to technical integrity

What you bring to the role

Lead technical team

  • Lead a multidisciplinary engineering team across all program phases
  • Guide the team through design reviews, technical decisions and procurement activities, ensuring alignment with specifications and program best practices

Stakeholder interface and program integration

  • Act as the primary technical interface for program management, clients and external partners
  • Support program integration by providing technical input on discussions, costs, schedules and risks

Resource and personnel coordination

  • Work closely with the lead prime integrator to identify personnel needs, skills and training requirements
  • Provide timely and accurate estimates of personnel, tools, infrastructure and other resources

Performance, risk and dependency management

  • Monitor technical progress using earned value and technical performance indicators
  • Document and communicate risks and dependencies to decision-makers and stakeholders

Communication and documentation

  • Provide regular technical updates to stakeholders
  • Facilitate technical briefings, design reviews and procurement meetings

Education and experience

  • Bachelor's degree from a recognized university in a related discipline or equivalent apprenticeship training, with a minimum of 15 years' professional experience
  • At least 12 years' experience in systems design in a systems design lead role (systems manager, technical director, systems design lead, lead technical development and systems integration, etc.) or related field
  • Experience in similar roles or projects; service as a technical director/prime integrator on a major ship program is a key asset
  • Recognized expert and authority in your discipline
  • Proven ability to influence and build customer relationships
  • Strong leadership skills and team orientation
  • Good general skills, agility and problem-solving focus

Pay transparency

We comply with pay transparency requirements and publish salary ranges to promote a fair workforce.

Salary range

$149,500 - $196,500
